This document, researched by Dr Claire Healy, summarises the growing body of opinion that has been calling for more coordination and long-term planning in relation to immigration. The Immigrant Council of Ireland and other organisations have been calling for either the appointment of a minister with responsibility for immigration and/or integration, and/or a cross-departmental structure to undertake this work. This discussion paper presents examples of cross-departmental structures dealing with immigration from nine countries from within and outside the European Union.
