The Interpretation of "Reasonable Grounds" in the Context of the Identification of Victims of Human Trafficking

ICI Senior Solicitor Hilkka Becker has written a position paper on the interpretation of "reasonable grounds" in relation to the process for identifying victims of human trafficking. Before a victim of trafficking can be granted a residency permit for a reflection and recovery period, authorities must be satisfied there are reasonable grounds to believe they are a suspected victim. The ICI believes the amount of information required before a recommendation is made to grant a recovery and reflection permit goes beyond what is envisaged by the Council of Europe Convention on Action Against Trafficking in Human Beings.
