Submission to the Special Rapporteur on the Human Rights of Migrants

Immigrant Council of Ireland Senior Solicitor Hilkka Becker has made a submission to the United Nations Special Rapporteur on the Human Rights of Migrants on access to economic and social rights by migrants, particularly the enjoyment of the right to an adequate standard of living (Article 11 of the IESCR) and the right to health (Article 12 of the IESCR) for undocumented migrants in Ireland.
The submission outlines how limited access to English language tuition and the lack of legislation governing recognition of qualifications gained in non-EU countries impacts on migrants in Ireland. She also discusses the excessive fees migrants are charged, the restrictions on acess to social welfare and education and proposed restrictions to accessing health care for undocumented migrants and the impacts of this.
