Offences and Penalties in the Immigration, Residence and Protection Bill 2008 - do the punishments fit the crimes?

Immigrant Council of Ireland Senior Solicitor Hilkka Becker presented this paper to the ACJRD 11th Annual Conference in Dublin on October 9, 2008. In it, she discusses penalty provisions in the Immigration, Residence and Protection Bill 2008 and argues that binding international agreements, such as the UN Convention on the Status of Refugees and the Council of Europe Convention on Action Against Trafficking in Human Beings must not be ignored when trying to control inward migration.
