ICI Mentoring Programme: An Independent Evaluation (pdf)
The Immigrant Council of Ireland commissioned Independent Consultant Gráinne Healy to conduct an evaluation of the ICI's Mentoring Programme. The report examines the Mentoring Programme which was designed for organisations wanting to establish mentoring programmes for migrants.
ICI Senior Solicitor Hilkka Becker has written a position paper on the interpretation of "reasonable grounds" in relation to the process for identifying victims of trafficking. Before a victim of trafficking can be granted a residency permit for a reflection and recovery period, authorities must be satisfied there are reasonable grounds to believe they are a suspected victim. The ICI believes the amount of information required before a recommendation is made to grant a recovery and reflection permit goes beyond what is envisaged by the Council of Europe Convention on Action Against Trafficking in Human Beings.
Submission to the Special Rapporteur on the Human Rights of Migrants (pdf)
Immigrant Council of Ireland Senior Solicitor Hilkka Becker has made a submission to the United Nation's Special Rapporteur on the Human Rights of Migrants on access to economic and social rights by migrants - particularly the enjoyment of the right to adequate standard of living (Article 11 of the IESCR) and right to health (Article 12 of the IESCR) for undocumented migrants in Ireland.
The submission outlines how limited access to English lanuage tuition and the lack of legislation governing recognition of qualifications gained in non-EU countries impacts on migrants in Ireland. She also discusses the excessive fees migrants are charged, the restrictions on access to social welfare and education and proposed restrictions to accessing health care for undocumented migrants and the impacts of this.
